Make meatballs from the minced meat, and cook them until browned on all sides.
Put the tomatoes with olive oil, garlic, pepper, and salt in a high pan and let them roast over the heat.
Add the arrabiata or passata and let it simmer for 5 minutes.
Make the cauliflower rice by cutting it raw in the food processor.
Sprinkle the mixture in a perforated baking dish, and steam for 10 minutes.
Serve them in a large deep dish, drizzle with olive oil, and season with pepper and salt.
Place the meatballs on top and pour the tomato sauce over them.
Finish with the oregano.
